MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2000 <br />REZONING TO <br />PUBLIC — <br />433 LI'l ILE <br />CANADA <br />ROAD <br />wood chips are an allowable landscaping material under the Code. The <br />City Planner indicated that he would work with the developer on the <br />landscaping plan addressing the berm as well as screening along the north <br />property line. <br />Carson recommended approval of the PUD permit for the development of <br />the phase LT office/warehouse building for Country Side Terrace Office <br />Park subject to compliance with the recommendations of the City Planner <br />and the City Engineer, and recommending that the developer meet with <br />the ownership of the Quebec Apartments prior to the Council meeting to <br />work out a mutually satisfactory screening plan for the north side of the <br />property. <br />Motion seconded by Kraemer. <br />Motion carried 7 — 0. <br />The City Planner indicated that the owner of 433 Little Canada Road is <br />requesting a rezoning of this property from Residential Business (RB) <br />to Public (P) in order to locate a charter school in the building. The <br />Planner noted that there is a zero lot line division between 433 Little <br />Canada Road and the Discovery Day Care property. The day care <br />property would remain zoned RB. <br />Keis asked if the property had to be rezoned Public in order for the school <br />to operate from this site. The Planner replied that that was correct. <br />Knudsen asked if this would fit under the City's Comprehensive Plan. <br />The Planner reported that the property between the City Center and 35E is <br />designated as a mixed use/downtown/village concept in the Comp Plan. <br />Therefore, the charter school use would fit. <br />The Planner indicated that in addition to the rezoning, a PTJD amendment <br />would be necessary for the charter school. The PUD amendment would <br />be addressed at a subsequent public hearing during the June planning <br />cycle. As part of that process, site plan review would be done, although <br />the planning report does begin the process of site plan review. <br />Knudsen asked for a definition of a charter school. <br />Carol Koski, Family Academy, indicated that a charter school is a public <br />school and is sponsored by a higher education facility. Koski explained <br />that the school would consist of K through 8t' grade and would have <br />approximately 120 students. The focus of the school is on families, and <br />Page 27 <br />
