MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2000 <br />families are asked to volunteer at least 20 hours per year at the school. <br />The school will also include an extended day program for students. Koski <br />reported that the school has been approved by School District #623, but is <br />actually sponsored by School District #916. Funding comes through State <br />and Federal funds. <br />Keis stated that his concern would be what comes down the line. Duray <br />asked the feeling of Discovery Day Care about the school. Koski reported <br />that they hope to work with the Discovery Day Care, and pointed out that <br />the school will likely generate business for the Day Care. However, the <br />school will have an extended day program that is some competition for the <br />Day Care. <br />Tom Conroy, owner of 433 Little Canada Road, reported that he has <br />discussed the school with the owner of Discovery Day Care who has <br />expressed concern regarding public - funded competition. However, the <br />owner of the day care was O.K. with the concept once he realized that it is <br />a school and not a day care facility. Again, the school hopes to work with <br />the owner of the Discovery Day Care on expanded play ground facilities <br />that can be shared, etc. <br />Conroy felt that the charter school was a more compatible use with the day <br />care than commercial businesses. <br />Betty Strohbeen indicated that she had no problem with the charter school <br />concept. <br />Kraemer asked if there would be traffic problems with buses going to the <br />school. <br />The City Planner indicated that there will be bus transportation to the <br />school. There needs to be some work done relating to bus circulation on <br />the site as well as car circulation for parents dropping off children at the <br />school. There may need to be an easement obtained from the Discovery <br />Day Care property to extend a driveway for this traffic on part of their site. <br />Parking for the school also needs to be addressed. <br />Knudsen recommended approval of the rezoning of 433 Little Canada <br />Road from Residential Business (RB) to Public (P) in order to <br />accommodate a charter school subject to compliance with the <br />recommendations of the City Planner. <br />Motion seconded by Kraemer. <br />Motion carried 7 — 0. <br />Page 28 <br />
