3248 Twin Lake Road Little Canada, MN 55127 -4015 February 29, 2000 Little Canada Planning Commission and Little Canada City Council City of Little Canada 515 Little Canada Road Little Canada, MN 55117 -1600 Dear Members of the Little Canada Planning Commission and Little Canada City Council: We're writing concerning the easement issues that have arisen from the proposed Property Division of the Mitchell/Dahlberg lot at 3240 Twin Lake Road in Little Canada. First of all, thank you for the discussions that you had with us during the February 10th Planning Commission meeting and the February 23i4 City Council meeting. We understand the need for the City's maintenance employees to have access to the sewer that services this area. However, we feel that the "Mitchell Trail" easement may not be the best location for a gravel - based sewer road to be constructed. Our reasoning is based on two factors: • If built on the "Mitchell Trail," the proposed gravel road would be Located very near ( -7 ft) the new house that's currently being built by the developer. A road located in such short proximity to the house might not be in compliance with city codes. It certainly would not offer a desirable situation for the fixture homeowners ofthe new house. • If built on the "Mitchell Trail," the proposed gravel road would be located on a steep hill that probably would not offer the best type ofterrain for a 60,000 lb truck to navigate. The City's maintenance employees deserve convenience as well as safe access to the sewer. As a potential solution to these problems, we would lice to recommend the following alternatives: • The southern borders of Tract A of the Mitchell/Dahlberg lot should have an easement assigned to them as a condition for approving the Property Division. The slope on that particular portion of the land is gradual and it would be much better suitedto supporting a sewer maintenance road. • The currently existing "Mitchell. Trail" easements should then be returned to the previous owners, as suggested during the City Council meeting. The city's tax base could then be increased accordingly as was also suggested at that same meeting. If you have questions, please feel free to call us at (651) 481 -9085.
