16% of the lot area. <br />The following requirements are made of proposed outdoor storage areas in the I -P District: <br />1. Storage area (including semi - trailer parking) occupies an area of no more than 75% <br />of the building square footage or 25% of the lot area, whichever is less. <br />2. The area is screened from neighboring residential areas. <br />3. The area is screened from the public right of way. <br />4. The storage area is black top or concrete. <br />5. Lighting is hooded to avoid visibility from the street or residential areas. <br />6. The storage area does not occupy required parking area. <br />7. The Conditional Use Permit administrative requirements are met. <br />The site plan shows a blacktopped parking area of 13 spaces. This would be adequate <br />for an industrial building of the proposed size. Parking lots in the I -P District are required <br />to have a continuous concrete curb around the entire parking area. The sketch plan does <br />not indicate curbing at this time. <br />The storage area itself is proposed to be surfaced with Class V recycled asphalt. This <br />surfacing has been approved in the 1 -1 District, but not in the I -P District. Curbing is not <br />required around the storage area. The applicant has also proposed a screening fence , <br />across the west portion of the storage area in line with the front of the building. The <br />remainder of the screening is proposed to be accomplished by the building and <br />landscaping. More detail on the landscape plan would be recommended to ensure <br />complete screening of the area. <br />It should also be noted that the I -P District requires a masonry building, or a frame or <br />engineered building with a masonry facade. The plan does not indicate the building <br />materials proposed. <br />Variance. With regard to the variance, the applicant is appealing to the City based on their <br />land needs and the lack of available land within the 1 -1 District where outdoor storage is <br />less regulated. Variances from the standards of the Zoning Ordinance are to be <br />considered where a hardship exists which makes it unreasonable to develop the parcel <br />under the standards. Economic hardships are not to be considered in this analysis. The <br />Planning Commission and City Council must find that a unique condition of the property <br />would justify the variance requested. <br />Summary and Recommendation <br />The Conditional Use Permit for outdoor storage can be granted when the applicant is in <br />compliance with all other requirements of the Zoning Ordinance. This would mean that the <br />storage area would need to be paved, and the building will need to comply with the <br />building materials requirements for I -P District buildings. The landscaping plan will require <br />additional detail to ensure that a complete screen is accomplished. All ordinance <br />Page 38 <br />
