The key revisions are as follows: <br />• Construction feasibility for looped water main to be done by September 1 ". It is to incorporate route options, <br />costs, cost allocation, sizing, and timing. (D.3.a.) <br />• Another joint powers agreement to be finalized by November 1" that delineates cost sharing, responsibility for <br />construction, the specific route, and timelines for completion of the loop. (D.3.b.) <br />• Little Canada will be allowed to construct the water main within our jurisdiction to facilitate our need to <br />reconstruct streets in this area in 2001. (As you know, we would like to hold neighborhood meetings this fall to <br />start the improvement process. Obviously, we need Vadnais Heights' help to make this a possibility.) (D.3.b.) <br />• For Little Canada's portion of the system, I have incorporated two options to be considered. One is the "dead" <br />system we discussed. The other is a "live" dead -end running from the Pratt Development to our area. (This <br />would be subject to operational feasibility.) (D.3.b.) <br />• We will pay you for our residents' usage of your water system based upon your rate structure used for your <br />residents. Conversely, you will pay us for your residents' sewer usage in the same manner. Each of us will <br />then bill our own residents for these charges. (G & H) <br />• I also added the other incidental language dealing with your chargeable platting and construction review fees <br />(D.1.b.), the recovery of any unpaid fees (D.1.k.), our responsibility for enforcement of hours of construction <br />(D.1.n), our joint request to Ramsey County to honor our lot assignments to each respective city for regulatory, <br />voting, and tax purposes (D.4.), and your ability to flush the water mains (F). <br />Our City Council will consider the approval of this agreement at our meeting of May 9'", subject to any comments by our <br />City Attorney. Your Council is scheduled to do so on the 16'".
