JOINT POWERS AGREEMENT <br />CITY OF L11 1LE CANADA CITY OF VADNAIS HEIGHTS <br />b. Little Canada agrees to promptly pay Vadnais Heights for the share <br />of this municipal water study, currently estimated at $2,700. <br />Payment of the amount due shall be in accordance with the <br />previous agreement between the two municipalities. (See Letter <br />Attached as Exhibit C) <br />3. Construction, Maintenance and Usage of Water and Sewer Main <br />a. Upon completion of the Vadnais Heights Water Study, Vadnais <br />Heights shall promptly prepare a feasibility report outlining <br />possible cost sharing relationships, projected timelines for <br />implementation, and the options for construction of a looped water <br />main to serve the Twin Lakes area of Little Canada and the Five <br />Star Mobile Home Park in Vadnais Heights. Said report is to be <br />completed by no later that September 1, 2000, with copies <br />furnished to both jurisdictions. Each municipality agrees to pay its <br />proportionate share of costs for the study based upon benefiting <br />land area. <br />b. Upon completion of the feasibility study, Little Canada and <br />Vadnais Heights agree to enter into discussions to develop a joint <br />powers agreement that will govern cost allocation, methods of <br />construction, route of the system, and timelines for completion of <br />the water main extension(s) to the area in question. It is further <br />understood that this agreement will allow Little Canada to <br />construct water main under its streets in this area by October of <br />2001. (Said construction could be either a "dry main" or an active <br />"dead -end" that will be fully connected to the Vadnais Heights' <br />system upon their construction of the remaining portion(s) of the <br />loop. Completion of the loop is to occur no later than October 1, <br />2004. It is further understood that each municipality will <br />cooperate with the other to work out the final details of this <br />Page 64 <br />
