JOINT POWERS AGREEMENT <br />CITY OF LITTLE CANADA CITY OF VADNAIS HEIGHTS <br />the approval of both municipalities and Ramsey County <br />Department of Public Works before work may proceed. <br />i. Little Canada agrees to require the maintenance of the pond in <br />Outlot "A" of the Twin Lake Pines Addition through common <br />ownership and restrictive covenants and according to <br />Ramsey/Washington Metro Watershed and City of Little Canada <br />standards. <br />j. Little Canada will require all necessary agency permits be secured <br />by the developer for utilities, storm water, driveway access, etc. <br />k. Little Canada shall, prior to the release of the developer's letter of <br />credit, ensure the developer has reimbursed Vadnais Heights for all <br />fees and expenses associated with Vadnais Heights' review, <br />permitting, and implementation of the Twin Pines development. <br />Any unpaid amounts due by the developer to Vadnais Heights shall <br />be withheld from the letter of credit and remitted to Vadnais <br />Heights. <br />1. The Vadnais Heights City Council shall review and approve the <br />final plat prior to signing the final plat. <br />m. Little Canada shall approve and monitor all erosion control <br />measures for this plat. <br />n. Little Canada shall enforce its noise ordinance relative to the hours <br />of construction of all activity occurring within the development <br />area. <br />2. Water Study <br />a. Vadnais Heights has updated its municipal water system plan to <br />determine system adequacy and future needs. As part of this study <br />and by previous agreement. Little Canada has requested Vadnais <br />Heights to consider serving all of Little Canada lying North of <br />Interstate • 694 as soon as practical to facilitate Little Canada's <br />desire to reconstruct its roads in the Twin Lake area. <br />Page 63 <br />
