MINUTES <br />City Council <br />April 26, 1989 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 89 -4 -160 - INSTRUCTING THE CITY <br />PLANNER TO WORK WITH THE DEVELOPER ON A TAX <br />INCREMENT FINANCING PROPOSAL FOR THIS DEVELOPMENT <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (5) Blesener, Scalze, Fahey, LaValle, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze suggested that the City Engineer be instructed to review the drainage <br />and storm sewer issues. <br />The City Clerk pointed out that this is part of the procedure required for <br />the final plat. <br />Fahey pointed out that a variance is necessary for the length of the cul -de -sac <br />proposed, but suggested that the variance issue be addressed at the time the <br />final plat is presented. Fahey instructed the City Clerk to send another <br />notice to the adjacent property owners at the time the final plat is presented <br />to the Council. Fahey pointed out that the TIF proposal will have to be <br />looked at first to determine if the project is financially feasible. <br />The City Planner reported that once a TIF proposal is developed, the City <br />must give the County and School District 30 days to review it before it <br />can take action at a public hearing. <br />Recess At this point in the meeting, the Council took a short recess. The meeting <br />was then reconvened. <br />North The City has received an application for renewal of the bingo licenseforthe <br />Suburban North Suburban Youth Association. <br />Youth <br />Bingo Blesener and Collova commented on the application with Blesener indicating <br />that he had no problems with it and Collova stating that the Association has <br />done some fine things with the money they have collected, spreading it around <br />the area. <br />Bob Matson, representing the Association, stated that they have tried to <br />truly represent the north suburban area and have tried to treat everyone <br />equally. <br />Matson presented the City Clerk with a check representing a donation to the <br />City as well as first quarter reports. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />Page 154 <br />
