Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Michael Fahey and City Council Members <br />FROM: Joel Hanson, City Administrator <br />DATE: April 21, 2000 <br />RE: Little Canada Road Reconstruction Update <br />We are meeting with the City Engineer Monday morning to fine tune this project and <br />tighten up it's proposed schedule. We are also having representative's from Ramsey <br />County present to determine the timing necessary for their approval in order that we can <br />bid the project. I also wanted to discuss modifications to the agreement that was attached <br />as part of the feasibility study. The main concerns I have are clarifying the county's <br />position on their future indemnification of the city for any problems associated with right <br />of way created by their prescriptive use claim. Another issue relates to their additional <br />contribution on this project from the Arcade Street reconstruction. <br />Attached is a memo from Greg Schroeder dealing with the lighting associated with this <br />project. You will note that the present design contemplates 150 watt decorative fixtures <br />spaced at 75 -foot intervals on both sides of the street from Rice Street to County Road C. <br />This raises two concerns in my opinion. They are: <br />• It seems like a lot of light and may be intrusive to the residents in this area. <br />• Each fixture costs over $2100. <br />Michael Schroeder, Hoisington - Koegler, gave me another location where this type of <br />lighting pattern is used. It was located on Brooklyn Boulevard east of the intersection <br />with Zane Avenue. (Directions if you are interested go to the Boone Avenue exit and <br />stop by the Sleep Inn to see the same NSP fixtures we are proposing to use here. Three <br />are located at the entrance. Then turn back on to Boone Avenue. Head north until you <br />come to Brooklyn Boulevard. Follow Brooklyn Boulevard to the east until it intersects <br />with Zane Avenue.) The information I obtained from this site visits is as follows: <br />• The light fixtures were spaced approximately 115 feet apart. <br />• Lights exist on both sides of the street directly across from each other. <br />\ \CLCSRVOI \HOM EVessicai \Coiresp\20( <br />Page 191 <br />
