Top-of- <br />the-line equipment serves to create a respected forum to attract top players and inspire committed <br />involvement by smiled amateurs and newcomers. We will host world class tournaments for men and <br />women in all three cue sport disciplines (3- cushion billiards, pool and smoker). We will regularly <br />stage local pool and billiard tournaments for play by beginners, skilled amateurs and professionals, <br />promote men's and women's leagues, and host teaching clinics by world - renowned champions to <br />promote the sport and improve playing skill. It is also our mission to promote not only pocket <br />billiards, but also 3- cushion billiards in the upper midwest Currently, there are no billiard moms in <br />the State ofMimmesota offering top quality 3- cushion billiard tables for the substantial number of avid <br />3- cushion enthusiasts in the area. <br />Coliseum Billiards will promote the public welfare by providing an upscale cue sport venue <br />for beginners, skilled amateurs and professional pool, snooker and billiard players, and by promoting <br />local, regional, national and international tournaments. <br />Coliseum Billiards will not contribute to additional traffic congestion 1) because ofthe new <br />configuration of the Market Place Shopping Center access road, and 2) because the peak business <br />hours of Coliseum Billiards are in the evenings when some of the other tenants of the Shopping <br />Center are closed. Safety from fire and other danger issues are addressed by the building's <br />construction and sprinkler system, and the watchful diligence of the tenants, including Coliseum <br />Billiards. Security is always a concerti, and Coliseum Billiards will be vigilant in its promotion of <br />proper behavior in the billiard room, enforcing curfew laws, and in its efforts to ensure proper <br />decorum of all its patrons. Coliseum Billiards will be diligent in keeping order in the parking lot by <br />discouraging loitering and otherwise maintaining order among its customers throughout the Shopping <br />Center area. I believe my past experience as an executive body guard and as a security consultant <br />in connection with loss prevention and surveillance at companies such as Harley-Davidson, Ralston <br />Purina and Anheuser - Busch, as well as my law enforcement training, will facilitate a secure <br />environment at Coliseum Billiards. <br />The conditional use permit for Coliseum Billiards would most assuredly not injure or detract <br />from the use of neighboring property or from the character of the neighborhood because of the <br />attractive design of the premises, the overall professional attitude ofits on -site owner /operator and <br />its employees, and because the customers ofColisewn Billiards will by- and -large be serious cue sport <br />competitors. Although we invite and encourage casual players to come in for an afternoon or evening <br />out to enjoy their thvorite cue sport, we will expect all of our customers to conduct themselves as <br />ladies and gentlemen, and our younger patrons will be guided to conduct themselves accordingly. <br />The location of Coliseum Billiards in the Market Place Shopping Center is serviced by <br />adequate public facilities, such as streets, sewers, water lines, etc. <br />Page 44 <br />
