Office of:
JOSEPH G. CHLEBECK, Clerk
515 Little Canada Road
Little Canada. Minn. 55117
4842177
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: City Council
FROM: Michael I. Fahey, Mayor
DATE: June 17, 1988
RE: Bank Shot Billiards
2660 Rice Street
MAYOR
Michael Fahey
COUNCIL
Beverly Scalia
Bill Blesener
Rick Collova
Jim LaValle
On June 4, 1988 I received a call from a Ron Sieverson who filed
two complaints regarding the Bank Shot Billiards.
The first occasion he referenced what occurred on Saturday,
May 28. Sieverson described himself as a pool afficionado who was
in Bank Shot Billiards playing pool when he was approached by a
Darryl Louis who he had seen on three or four prior occasions. He
knew Louis to be an individual who had a police record, and
Sieverson said had recently been arrested for prostitution with
young girls. Louis wanted Sieverson to play pool for money and
after Sieverson beat him in several games, Louis picked up a cue to
swing at Sieverson and Sieverson was fearful that he was going to
get struck with the cue stick. Sieverson stated that Louis' eyes
appeared dilated and believed Louis was high on some type of
drugs. Sieverson complained to the young man working there and
said that the manager was not interested that this individual was
hanging out there and did not give him any assistance.
The second occasion Sieverson referred to was undated. He said
that on another night some kids were eating pizza and beer out in
front of the billiard hall and he informed the manager about it.
The manager said that they could not do anything to stop it.
Sieverson said that there were a couple of young kids running the
place that do not seem to really know how to run a pool hall or
maintain control.
Sieverson suggested that the Council take a look at University
Billiards in Fridley which is one of the best run billiard halls in
the country. He is concerned that given the management at Bank
Shot Billiards, it could become a hangout for undesirables and
become like J &B Sidepockets in Minneapolis which is a very bad
place for playing pool.
I told Sieverson that I would file his complaint with the City.
MF:kv
Page 83
