MINUTES <br />City Council <br />Dec. 30, 1987 <br />Bank Shot <br />Billiards <br />(Cont.) <br />within the next two years. Schifsky also pointed out the tremendous <br />visibility of the site and the owners experience in the manufacturing <br />of billiard equipment. <br />LaValle asked if Bank Shot Billiards was requesting a 4 A.M. closing <br />time. <br />Schifsky reported on the closing times of similar billiard centers and <br />the demand for the facilities in the early morning hours. <br />LaValle stated that he was not opposed to a 4 A.M. closing given the <br />visibility of the site. LaValle felt there would be more problems <br />at the billiard center between 11 P.M. and 1 A.M. than there would be <br />from 2 A.M. until 4 A.M. <br />Fahey noted that the Council has control over the hours of operation <br />under the CUP. Fahey did not feel the City should dictate the hours <br />of operation to a business with no track record. Fahey felt it may <br />be a benefit to have the center open until 4 A.M. given the liquor <br />establishments in the area and the problems the City has had in the <br />past with patrons from these establishments hanging around the parking <br />lots after closing time. <br />Fahey asked if there was anyone from the general public present wishing <br />to speak on this matter. <br />Tim Townsley, 90 Iona Lane, reported that his home is approximately <br />300 feet from the shopping center. Townsley was concerned with the <br />types of people the billiard center would attract as well as the 4 A.M. <br />closing time, noting that most businesses in the shopping center will <br />close at 9 or 10 P.M. Townsley also reported that during construction <br />of the shopping center there has been a lot of trash from the site <br />blowing over into his yard. <br />There was no one else from the general public present wishing to <br />comment. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 87 -12 -581 - CLOSING THE <br />PUBLIC HEARING ON THE REQUEST FOR CONDITIONAL <br />USE PERMIT FOR BANK SHOT BILLIARDS <br />The foregoing resolution was duly seconded by Mr. Fahey. <br />Ayes (5) Blesener, Fahey, Collova, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 18, Page 629. <br />Page 94 <br />
