MINUTES <br />City Council <br />Dec. 30, 1987 <br />Bank Shot <br />Billiards <br />(Cont.) <br />Schifsky replied that in addition to Food and Fuel and the billiard <br />center there are plans for a video retail outlet, a pizza place, <br />dry cleaners and another food business. <br />Schifsky reported that his original proposal was for 4,800 square feet <br />and about 22 or 23 pool tables, however, this is now scaled down to <br />3,700 square feet and about 18 pool tables. <br />Blesener asked if the outdoor access to the billiard center was the <br />only access to the billiard center. <br />Schifsky replied that this was correct and that there would be no <br />internal access from any other business located in the shopping <br />center. <br />Scalze pointed out the original request to operate until 4 A.M. and <br />the Planning Commission's recommendation that the business be allowed <br />to remain open to 2 A.M. initially. <br />Schifsky reported that Bank Shot Billiards would like to remain open <br />to 4 A.M. and requested that the Council set a review on this matter <br />after a certain amount of time to determine if a 4 A.M. closing would <br />be possible. <br />Scalze asked if Schifsky has operated a pool hall before. <br />Schifsky replied that he had not, but has experience in the video <br />rental industry both in the United States and abroad. <br />Scalze pointed out Schifsky's comments to the Planning Commission <br />that he has experience in dealing with problems similar to those <br />facing a billiard center. <br />Schifsky replied that while involved in the video rental industry <br />he dealt with problems centering around the bad image that video <br />rental stores had initially. Schifsky felt that this experience as <br />well as his management experience would be an asset. Schifsky <br />reported that he and the owners of Bank Shot Billiards will create <br />a family atmosphere at the billiard center. Schifsky also pointed <br />out the visibility of the site and the fact that there will be a <br />non - alcoholic environment at the billiard center. Schifsky also <br />reported that the equipment on the premises will be of high - quality. <br />Scalze reported that the City had a previous application for a billiard <br />center in the City, but this application was denied given the police <br />reports on a billiard center that the applicant was currently operating <br />in another city. Scalze stated that she was worried about the <br />protection of the residents to the north. <br />Schifsky reported that the billiard center wants to become a part of <br />the community and does not want to create- problems. This center is <br />a business venture, and hopefully the first of two or three centers <br />Page 93 <br />
