04/11/2000 12:30 6516530183 <br />PAGE 04 <br />the child with the disability to learn to live apart from their parents and/or other <br />caregivers so that when it is necessary for them to live apart, they are more equipped <br />emotionally and mentally to do so. <br />Finally, we recognize that financial hardship is not a reason to grant a variance, however, <br />the financial hardship for counties, cities and states cannot be understated if a child is <br />placed outside the family home prematurely because there were no resources to help <br />them with the day to day care that must be given a child with special needs. <br />Studies have shown that family breakdown, emotional and mental health issues are much <br />more likely to happen in families who have special needs populations. I will be more <br />than happy to share some of this literature with you if you wish. <br />Please contact me as soon as possible. I would appreciate the opportunity to meet with <br />you before Wednesday's meeting. I just learned that the purchase of the land may not be <br />possible. <br />I have included a letter from the architect and a copy of the city ordinance for variances <br />as references. I am also able to provide testimony or letters of support from families. We <br />already have approval from the MNDepartment of Health Engineering Department and a <br />signed copy of the "Needs Determination ".
