Hanson <br />Email: cityhall @ci.little - canada.mn.us <br />TO: Mayor & Council Members <br />FROM: Elizabeth Mursko, Rush Line Task Force Liaison <br />DATE: March 31, 2000 <br />RE: Rush Line Task Force Update <br />The Rush Line Task Force meets on a quarterly basis to discuss planning issues along <br />the Rush Line Corridor (Rush City to St. Paul). The City of Little Canada has been <br />represented at each meeting since November of 1998. <br />At the February 9th meeting, the Rush Line Task Force approved the contract with <br />Parsons Brinkerhoff Quade and Douglas, Inc. to conduct a transit study for the Rush <br />Line Corridor. The purposes of this study it to gather and analyze technical information <br />about the corridor, as well as to work with local communities to preserve the corridor. <br />Parson's Brinckerhoff began work on the study about six weeks ago and will provide an <br />update on the study progress at the April 12th Task Force Meeting. No data or specific <br />information will be available at this point, but should be ready to share with the group at <br />their June meeting. <br />The Rush Line Task Force has developed a Joint Powers Agreement to plan for multi - <br />modal transportation improvements and for related land use development impacts along <br />the corridor. Several cities including the City of Little Canada and townships are eligible <br />to join (list of cities and townships are attached). The Joint Powers Agreement does not <br />attach any funding commitment from the city and township membership to participate in <br />the Task Force or to sign the Joint Powers Agreement, however the City would be liable <br />for funds associated with Article VII, Section 1 & 2, A & B of the Agreement. The <br />deadline for cities and townships adoption of the Joint Powers Agreement is December <br />31, 2000. A summary of the Joint Powers Agreement, a copy of the Joint Powers <br />Agreement and a sample resolution of adoption are attached. To date, the only <br />members of the Rush Line Task Force who have adopted the Joint Powers Agreement <br />are Chisago, Washington and Ramsey Counties. <br />The status update for the 2000 State Legislature Proposal for the State funding for <br />Commuter Rail is attached.
