Respite Home <br />Pursuant to Council direction, I contacted St. Paul Board of Water Commissioners regarding the sale of <br />approximately six feet of land to Northeast Residence, Inc. to avoid the need for a variance on this <br />project. Attached is the response I received from Bernie Bullert, General Manager of the Board of Water <br />Commissioners. I explained to Mr. Bullert the concern in granting a variance in this case given the <br />Council's past discussion. <br />I suggested a sale by the Board to Northeast Residence, Inc. and then Northeast would grant an easement <br />back to the Board to ensure the conduit is protected. Mr. Bullert has indicated their reluctance in selling a <br />portion of the conduit right -of -way. I also pointed out that the sale will only address the setback issue and <br />will not allow the building to encroach closer to the Water Department's conduit given the topography in <br />this area. Mr. Bullert understands that fact and indicated his concern with the precedent it would set in <br />dealing with other situations along their right -of -way. <br />I am meeting with Mr. Bullert and Bill Tschida of the Board of Water Commissioners on Monday to <br />discuss this issue in greater detail. Pending the outcome of that meeting, Mr. Bullert has a Board of <br />Water Commissioners meeting Tuesday night where he can get a better indication from them as to their <br />interest in helping us resolve this matter. <br />One other item they are concemed about is the storm water run -off onto their property from Little Canada <br />Road. I pointed out that this was likely a Ramsey County catch basin draining the Little Canada Road <br />surface area. I indicated our full cooperation in working with the Board of Water Commissioners and <br />Ramsey County Public Works to resolve this matter.
