BOARD OF WATER COMMISSIONERS <br />James Reiter, President • Stephen Haselmann, Vice President <br />Commissioners: Michael Arcand • Robert Cardinal • Pat Harris <br />April 4, 2000 <br />Mr. Joel Hanson, Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Re: NE Residence Respite Home property adjacent to Board of Water Commissioners <br />Vadnais Conduit R/W on Little Canada Rd. <br />Dear Mr. Hanson: <br />Thank you for calling me last week to discuss the development issues concerning the above <br />property. As we discussed, the Saint Paul Regional Water Services (SPRWS) is very willing to <br />work with the City of Little Canada and the property owner to resolve the concerns and <br />requirements of all parties. <br />As an initial step toward that goal, I have listed below SPRWS concerns regarding building <br />requirements and the February 29, 2000 Van Sickle, Allen & Associates development plan. <br />1. Storm Water Run -off from the Property <br />The development plan proposes to divert storm water from the building roof <br />and hard surface parking lot onto the Board's R/W. Our maintenance crews <br />report that storm water already ponds at that location as a result of erosion <br />causing run -off from a public storm sewer outlet on the R/W. There appears <br />to be no rider to Agreement between the City of Little Canada and the Board <br />which authorizes the storm sewer on Board property, so steps must be taken <br />to add this public improvement to those previously approved by Agreement <br />and to also repair the erosion damage. <br />2. Insufficient Building Setbacks <br />The building as proposed requires an additional setback of six feet from the <br />west R/W line. Mr. George Rossez, representing the Respite Home, inquired <br />about the possibility of buying a six -foot strip of land in order to fulfill the <br />SAINT PAUL REGIONAL WATER SERVICES <br />Bernie R.
