In an effort to get the best value for the city, we requested
bids on three different options;
1. Contractor provides the sweepers and city trucks haul the sweepings. (unit price)
2. Contractor provides the sweepers and hauls the sweepings to a city site. (lump sum)
3. Contractor provides the sweepers and hauls the sweepings to his site. (lump sum)
We received and opened bids from the following four companies:
Allied Blacktop Company
Mike McPhillips, Inc.
Loomis Inc.
St. Croix Sweeping
It should be noted that we did receive a fifth bid, George's Companies. However, this
bid was not received until Friday, March 03, 2000, and therefore, disqualified.
After evaluating the bids it was determined that option 2 provided the best vale for the City of
Little Canada. The low bidder for option 2 was Mike McPhillips, Inc. at a lump sum price of
$5,050.
It is recommended that the Council direct staff to enter into a contract with Mike
McPhillips, Inc. for our spring street sweeping for the lump sum price of $5,050.
Page 7
