Creative Solutions for Land Planning and Design <br />Hoisington Koegler Group Inc. <br />MEMORANDUM <br />Date: 3 March 2000 <br />To: Joel Hanson, City Adrypistrator <br />From: MichaelSchroederAA <br />RE: Streetscape Design Concept <br />Little Canada Road <br />©® <br />Based on the current direction for the development of Little Canada Road without a median, we have <br />generated a concept for the creation of streetscape enhancements that would occur in boulevard areas. <br />We understand that the centerline of the roadway will be shifted to the south to allow the implementation <br />of the road and a portion of the streetscape without requiring additional right -of -way, and that any <br />remaining streetscape elements would be implemented concurrent with new development. <br />The basic strategy focuses on the development of streetscape amenities in the first 8 feet outside of the <br />curblines, and constructing a sidewalk on one side of the street only. In Figure 1 (below), the roadway <br />and streetscape could be developed entirely within the available 66 -foot right -of -way. The walk shown <br />on the left side of the sketch would be outside of the available right -of -way, and could be implemented <br />when the adjacent site redevelops (in the sketch, the north side of the street would be to the right). <br />/Y' <br />f j`, —. <br />Figure 1: The roadway, streetscape enhancements and walk on the north side of the street would be implemented initially; the <br />walk on the south side of the street would be implemented with redevelopment of the south side parcels. <br />Streetscape elements would be directed to a zone in the first 8 feet outside of the curbs. Lighting, <br />landscape, and other features would generally occur in this area. The patterns of the streetscape might be <br />structured to create a more "architectural" edge to the street in areas nearer to Rice Street and County <br />Road C, allowing the street to be introduced in these areas in conceptually the same way as the medians in <br />the previous scheme. In the plan sketch (Figure 2), the edge of the street might be defined with fences <br />and other more architectural elements in the first stretch of the street; the focus might be directed to a <br />marker or monument that introduces the street, the redevelopment area and/or the community.
