LITTLE CANADA <br />PARKS AND RECREATION <br />DEPARTMENT <br />515 Little Canada Road / Little Canada, MN 55117 -1600 <br />Telephone: (651) 484 -2177 / Fax: (651) 484 -4538 <br />JIM MORELAN, Director <br />DON BOWMAN, Program Coordinator <br />DEREK ANDERSON, Program Coordinator <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: March 17, 2000 <br />RE: Northwest Residence Group Home <br />Upon reviewing the minutes from the March 9th Planning Commission meeting, I noted <br />the comment was made by Mr. Rossez that the Water Works property to the east of the <br />proposed group home will remain undeveloped. I want to point out that the City has a <br />written agreement with the St. Paul Water Utility for the use of this property. We <br />currently utilize this area as a skating facility in the winter and we set up a batting cage <br />on the site during the summer months. Other activities such as soccer also take place <br />there at various times of the year. The Parks & Recreation Department has also <br />considered the possibility of expanding the use of the site to include parking for the <br />skating facility and relocating the skating rink further south. <br />While I do not foresee any negative impact from the group home on the present or future <br />City uses of the Water Works property, I do want to ensure that the group home is aware <br />of these uses. Most are fairly evident. However, there are expanded hours that the <br />facility is occupied, including flooding after normal operating hours, especially early in <br />the season when we are establishing an ice base. And, as I mentioned above, the City <br />may wish to expand the uses in the future. <br />I feel it is important to convey this information to the future occupants of the property so <br />they are fully aware of the current and potential future uses of the property. <br />cc: Northeast Residence <br />George Rossez <br />Page 48 <br />
