MINUTES <br />PLANNING COMMISSION <br />MARCH 9, 2000 <br />CUP, <br />ARCHITECTURAL <br />REVIEW, & FINAL <br />PLAT - <br />GOODYEAR <br />subject to submission of an acceptable landscape plan, based on the <br />following criteria: <br />• The property abuts property owned by the Water Works which <br />will never be developed; <br />• The development proposal is to develop a commercial building <br />which will have a residential appearance; <br />• The portion of the building that will encroach into the required <br />side yard setback is less than 5 %; <br />• The property has a unique shape and topography; <br />• The use of the property is commercial with building size <br />approximately 74 by 40 consisting of 3,500 square feet on one <br />level and given the nature of the use, the building must meet <br />extensive ADA requirements; <br />• The building project is County - funded, therefore, the <br />likelihood of the building being well - maintained is high. <br />Motion seconded by Barraclough. <br />Motion carried 6 - 0. <br />Perry Linn, Goodyear, appeared before the Commission <br />requesting approval of a Conditional Use Permit for additional <br />signage on a multiple tenant building, Architectural <br />Review for the proposed building, as well as Final Plat for the <br />property located at 2600, 2616, and 2620 Rice Street. Linn <br />described the facade for the property. <br />The Planner indicated that one pylon sign is proposed for the <br />property; however, he has not seen the plans for this sign. <br />Barraclough asked if the front of the building would line up with <br />the Gas N Go building. The Planner indicated that the Goodyear <br />building would be a little closer to Rice Street. However, the <br />setback would be in compliance with City Codes. It was pointed <br />out that a green space proposed along Rice Street. Knudsen asked <br />if the green space would be similar to that in front of the Gas N Go <br />building where the "Scott Barraclough bus bench" is located. The <br />Planner replied that that was correct. <br />Duray asked if rock -face block is proposed on the north side of the <br />building. Linn described the facade treatments pointing out that <br />brick will wrap around the north side of the building for several <br />feet, but then the remaining exterior treatment on the north will be <br />Page 59 <br />
