We will be prepared to make a brief <br />presentation at the hearing, and then answer any questions the City Council and public may <br />have. <br />As a way of background, Little Canada Road is currently under the jurisdiction of Ramsey <br />County. It is proposed to be turned back to the City of Little Canada after the reconstruction is <br />complete. Major components of the reconstruction would include changing the street from a <br />rural section to an urban section. This would include widening the street to accommodate two <br />six -foot wide bike lanes, two eleven - thirteen foot driving lanes, concrete curb and gutter and the <br />addition of raised concrete medians between Rice Street and Marketplace Drive. The raised <br />concrete medians would provide an opportunity for protective left turn lanes. In this area, right <br />turn lanes are also proposed at major intersections. In addition, concrete sidewalk is proposed <br />along the entire length of Little Canada Road from Rice Street to County Road C on the north <br />side and from Rice Street to Marketplace Drive on the south side. Other amenities would <br />include street lighting, banner poles, brick columns, plantings, benches and trash receptacles. <br />Prior to the streetwork, approximately 1,100 feet of sanitary sewer would need to be replaced or <br />repaired. Portions of the watermain may also need lowering depending on the street grade and <br />cover provided after construction. Two other major components of the work would include <br />burying the power lines and reconstruction of the railroad crossing. The estimated total project <br />cost for all of these improvements, including overhead, is $2,450,000.00. <br />Properties abutting Little Canada Road are proposed to be assessed for the improvements. <br />The assessment rate is proposed to be at the commercial rate of $80 -$85 per front foot. <br />Properties that are currently used for residential purposes would be assessed the maximum <br />residential rate of $45 per foot, with the remaining $35 deferred until such time that the use of <br />the property intensifies. <br />\ \SPNWFS \VOL1 \DATA \PROJ \805750J \0060 \Itr 2 -4 -00 Council.doc <br />1326 Energy Park Drive • St. Paul, M <br />Page 14 <br />11/644 -9446 toll free 888/368 -4389 <br />
