MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />to 1992, and of those seven businesses, only one is <br />currently in operation. Therefore, experience has been <br />that these facilities are short - lived. <br />The Planner pointed out that due to the marginal site <br />development associated with these businesses, they tend <br />to sustain the generally low quality of the area. The <br />Planner noted that it was this concern which caused the <br />City to adopt site development requirements for auto <br />sales in the B -3 District. The Planner suggested that <br />similar requirements could be considered for the <br />Industrial District. Another option would be to <br />restrict any retail use in the Industrial District, <br />however, this would effect such retail operations as <br />the Slumberland clearance center. <br />Scalze stated that she would like to see some type of <br />controls for auto sales in the Industrial District, and <br />felt that these controls did not need to be <br />complicated. Scalze suggested that there may be a <br />problem with wholesale sales versus retail. Scalze <br />stated that she was interested in having the City <br />Planner submit a proposal for the Council to consider, <br />with the proposal to set forth some method to control <br />retail and wholesale auto sales in the Industrial <br />District. Scalze pointed out that the City is <br />currently meeting with a committee of Ryan Industrial <br />Park business owners and representatives of the Chamber <br />of Commerce, and this committee would like to see the <br />City address code enforcement and appearance issues. <br />Blesener suggested that the committee discuss the issue <br />and come back with a recommendation. Blesener did not <br />feel retail sales could be eliminated entirely from the <br />Industrial District, noting that there are justifiable <br />retail sales. Blesener suggested that a distance <br />requirement may be the way to address wholesale and <br />retail car sales in the District. <br />Scalze stated that she will bring the issue to the <br />committee and have a recommendation from that committee <br />to the Council. <br />Scalze noted the recent action of the City approving <br />retail auto sales for Suburban Auto conditioned upon <br />some site improvements. Scalze noted that those site <br />improvements addressed setbacks and curbing, and it <br />appears that they have not been met. <br />The City Planner agreed, and suggested that he address <br />the issue with the Public Works Superintendent. <br />Page 18 <br />
