MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />CONCEPT <br />REVIEW — <br />TIRE STORE <br />Frattalone reported that two of the ponds he installed were not <br />required, but he put them in for aesthetics. <br />The Council discussed Frattalone's request for City participation in <br />the cost of the ponds, and it was the consensus of the Council not <br />to participate given that the revised plat provides for an additional <br />3 / units over the original concept proposal. <br />Mr. Morelan introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. 99 -1 -24 — ACCEPTING THE <br />RECOMMENDATION OF THE PUBLIC WORKS DIRECTOR <br />NOT TO PARTICIPATE IN THE COST OF POND <br />CONSTRUCTION IN THE PITRINA PARK TERRACE <br />DEVELOPMENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The City Administrator commented on the process given the <br />Mayor's concerns. The City approved the concept plan for Pitrina <br />Park Terrace Third Addition as part of the approval of the first <br />phase south of Allan Avenue with the directive to review grading <br />and drainage for the entire site. Frattalone then did the ponding <br />work north of Allan Avenue and coordinated that work with the <br />City, Engineer. This process did not usurp any of the Council's <br />rights, or preclude the City from requiring changes to the Pitrina <br />Park Terrace Third Addition plat. <br />Fahey stated that his concern was that he would have liked to see <br />alternative development options. Morelan indicated that the City <br />should not have been forced to plat the north side of Allan Avenue <br />in a manner that was restricted because of the drainage <br />improvements which were made in that area. <br />The Mayor pointed out that the Planning Commission did not <br />support the concept of a tire store development that has been <br />proposed by Perry Linn in the area along Rice Street just south of <br />County Road C. The reason was that concept does not meet the <br />criteria laid out for this area in the City's Land Use Plan. <br />Page 21 <br />
