MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />Perry Linn reported that since the Planning Commission meeting <br />they tried to address some of the issues raised at that meeting. <br />Steve Young, developer, described the property included in the <br />proposal, and presented a revised diagram showing a building on <br />the site which combines the tire store with retail shops. Young <br />described the lay -out of the building noting that activity related to <br />the tire store would be tucked around the back of the building. The <br />proposal also includes relocating the car wash that currently exists <br />on one of the lots toward the back of the combined parcel. The car <br />wash structure would be new. Young pointed out that the tire store <br />and retail shops would be moved closer to Rice Street so that there <br />is less parking area along the street. The added retail will give the <br />building more of a shopping center appeal. <br />Linn agreed that the revised lay -out will give the appears of a retail <br />shopping center complex with no sign of anything other than retail. <br />Auto - related used will be at the back of the site. <br />Scalze asked about the facade on the southern side of the building. <br />Young replied that the south side of the building will be brick <br />pointing out the high visibility of this side of the building. <br />Pedersen indicated that the issue is the use within the building <br />rather than the appearance of the building itself. <br />Young stated that their impression is that the City wants <br />development along Rice Street that has a retail flavor. <br />Pedersen stated that the issue is use. The Council's decision is <br />whether or not an auto - related use is acceptable, and, if so, then the <br />property would have to be rezoned. <br />Fahey commented that if the City rezones this site, there will be <br />questions as to why a Holiday Gas Station was not an acceptable <br />use for the property at the northeast corner of Rice Street and Little <br />Canada Road Fahey pointed out that the City has had two or three <br />proposals before it for auto - related uses, and has found these not to <br />be acceptable for Rice Street. <br />Linn pointed out that auto - related uses already exist on the site, <br />and this proposal would vastly improve the present conditions of <br />the property. <br />Pedersen pointed out the comments at the Planning Commission <br />meeting that if the building is acceptable, the use becomes <br />Page 22 <br />
