N <br />INC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: January 11, 2000 <br />RE: Little Canada - Tom's Auto Sales Zoning Amendment/CUP <br />FILE NO: " 758.09 - 00.05 <br />Background <br />Tom's Auto Sales, located at 120 West County Road C, has requested an approval for a <br />rezoning from B -3, General Business to B -4, Comprehensive Business District, as well as <br />a Conditional Use Permit which would allow for an expansion of his building and additional <br />outdoor sales area, all of which would be screened and fenced. The development would <br />remove the existing residential building and garages adjacent to the current Tom's Auto <br />Sales building, and grade the lot to accommodate the sales lot .expansion. <br />Analysis <br />The property is currently zoned B -3 which does not permit motor vehicle sales lots. The <br />use is listed in the B -2 District which is included in the B -4 District as well. The adjacent <br />gas /convenience would also be a B -2/B -4 use, and the Goodyear project south of the <br />gas /convenience is currently seeking the same rezoning approval. According to the <br />redevelopment guide portion of the Comprehensive Plan, the City will consider smaller <br />portions of commercial activity along Rice Street, keeping traditional retailing to the Rice <br />Street/Little Canada Road area.
