The following are <br />my comments: <br />Existing Plan: <br />1. The landscape plan along County Road C is quite extensive and extends from the wood fence <br />to the curb line. Besides a variety of trees and shrubs, the ground line will be covered with <br />either wood mulch or 1 I /z" river rock. <br />2. No landscaping is proposed along any of the other property lines. <br />Evaluation: <br />County Road C Property Line — <br />1. There is a fire hydrant located along County Road C near the east property line. The City <br />does not allow trees nor shrubs to encroach to within a 3 -foot radius of a fire hydrant to <br />enable room for proper operation. It appears the proposed plan includes vegetation within <br />this 3' clear zone. <br />2. It appears that the landscape plan includes shrubs within five feet of the curb line. The City <br />does not encourage any trees nor shrubs within five feet of the curb to enable room for snow <br />storage and sight lines for signage. Also, if we get a large amount of snow cover (depth), <br />Public Works crews will wing the snow back five feet from the curb line. This provides <br />room for future snow storage. <br />3. The landscape plan includes 1 1 /2" river rock mulch as a buffer between the trees and shrub <br />planting area to the curb line. Even though this rock mulch may be easier to maintain than <br />grass, it can be a nuisance to the City's infrastructure. Stones can be easily moved into the <br />street, and eventually enter and possibly block the storm water system. <br />Page 163 <br />
