Mayor & City Council <br />January 19, 2000 <br />Page 2 <br />East Property Line — <br />1. The owner is showing an entrance along this property line. There is an existing bituminous <br />driveway located on the property to the east. If Tom's Auto Sales is proposing to use this <br />driveway as an entrance, they should obtain the appropriate easements. I called Ramsey <br />County and they could not find any recorded easements in this area back to 1993. <br />South Property Line — <br />1. There is an existing storm drain located on the property to the south near the southeast corner <br />of Tom's Auto Sales. The owner is showing his future drainage going to this storm drain. <br />Without topo and calculations, I cannot determine if this storm sewer will be able to handle <br />the runoff from this property. Also, I cannot determine if there is sufficient retention for the <br />surface water runoff on this site. <br />Recommendations: <br />I recommend Council approval of the landscape plan based upon the following conditions: <br />1. Location of trees and shrubs be adjusted to provide a mature growth clear zone three feet <br />around the fire hydrant. <br />2. Move all trees and shrubs to provide a mature growth clear zone five feet back from back <br />edge of curb. <br />3. Replace 1 '/" river rock mulch with a salt resistant grass. <br />4. If needed, obtain and record appropriate easements from adjacent property owner to use the <br />bituminous driveway to access the east entrance. <br />5. Submit and receive approval of appropriate storm water runoff calculations that indicate: <br />a. the storm sewer can handle the extra flow from this site; and <br />b. the magnitude of storm water retention on this site. <br />GS:kp <br />Page 164 <br />
