MINUTES
CITY COUNCIL
JUNE 10, 1996
previously received a petition from the Canabury
Condominium residents requesting removal of the
Jackson /Lake Streets stop sign. Fahey pointed out that
the Council is also in receipt of recommendations from
the Ramsey County Sheriff's Department as well as City
staff which support retaining the stop sign. Fahey
asked if there was anyone from the general public
present wishing to discuss these issues.
Bob Thienes, Canabury Condo resident, reported that he
drives through the area approximately four times per
day and has seen only one car coming off Lake Street
onto Jackson approximately every three months. Thienes
reported that he has not observed any children or
adults crossing Jackson Street at that intersection.
Thienes also reported that he has walked to Nadeau Park
and has not seen anyone using the park. Thienes
reported that Jackson Street is a quarter mile long and
there are 10 mph signs on the Old County Road C curves.
Thienes did not see any purpose for having the stop
sign at Jackson /Lake Streets.
Walter Gorman, Canabury Condo resident, reported that
he initially raised the issue of removal of the stop
sign. Gorman reported that it is his understanding
there has only been one accident in this area in the
past 15 years. It has been reported that a child was
injured in that accident, however, no report was filed
with the Sheriff's Department. Gorman pointed out that
the road has been widened, therefore, is now safer.
Gorman pointed out that the Sheriff's Department report
does not say how fast traffic was going prior to road
reconstruction. Gorman questioned the need for the
sign to remain, and pointed out there are only four
homes which face Jackson Street that are directly
concerned. Gorman pointed out that there is more
traffic on Demont than on Jackson, and suggested if
traffic volummes are the concern, stop signs were
needed at Demont and Ruth Streets and Demont and Stark
Streets. Gorman also reported that traffic speeds are
higher on Demont.
Gorman reported he has never seen a child crossing
Jackson Street either going to or leaving the park on
Lake Street. Gorman felt a good compromise would be to
install a pedestrian crossing at the intersection as
well as a warning sign.
Harold Feickert, Jackson Street resident, reported that
he wanted the stop sign installed, and does not want to
see it removed.
page 231
