MINUTES <br />CITY COUNCIL <br />JUNE 27, 2012 <br />LOCAL <br />PERFORMANCE <br />AID <br />CALL FOR <br />WORKSHOP <br />The City Administrator reported that the State Legislature implemented a <br />Local Performance Aid Measurement Program wherein the City can <br />receive additional Local Government Aid at $0.14 per capita. In order to <br />qualify for the aid, the City needs to measure and report on 10 <br />performance measures. The Administrator reported that the Community <br />Survey done last summer addresses a number of these measures and may <br />fulfill the requirement. The survey did not measure water and sewer <br />services, and the Administrator reported that the City can do an on -line <br />survey addressing these services, if necessary, through the League of MN <br />Cities and their Survey Monkey feature. <br />Montour noted that the performance measurement program is good in <br />theory, but noted that the cost of gathering the information could be more <br />than the cost of the aid. The Administrator did not think that a survey had <br />to be done on an annual basis, however. He also pointed out that the ten <br />performance measurements does create a comparison between <br />jurisdictions. He also noted that the City is not obligated to participate. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -6 -112 — DECLARING THE CITY'S <br />PARTICIPATION IN THE OFFICE OF THE STATE AUDITOR'S <br />2012 PERFORMANCE MEASUREMENT PROGRAM <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that Cor Wilson, North Suburban Cable <br />Commission, has requested a workshop meeting with the City Council to <br />discuss the cable TV franchise renewal process. The Administrator <br />reported that City staff may have some additional items to discuss at the <br />workshop as well. Based on Council Member Montour's schedule, the <br />consensus was to hold the workshop on July 25`x'. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -6 -113 — CALLING A WORKSHOP <br />MEETING FOR WEDNESDAY, JULY 25, 2012 AT 6:30 P.M.
