MINUTES <br />CITY COUNCIL <br />JULY 11, 2012 <br />CITY <br />LETTERHEAD <br />AMENDMENT <br />TO ORGANIZED <br />COLLECTION <br />CONTRACT <br />attorneys reported that the level of cases is down and felt that the <br />contributing factor is the additional Ramsey County police patrol that the <br />City has put on, especially at some of the apartment complexes. Beck also <br />noted that the increased participation by the apartment complexes in <br />screening tenants, etc. has helped. Beck and Kelly also reported that <br />while their philosophy is not to go after everything with an iron fist, they <br />do pursue domestic abuse cases aggressively working with the victim and <br />victim's advocate to ensure these cases go to court. An important aspect <br />of this is to build the record against the defendant so that any future <br />domestic abuse convictions result in increased penalties. They also <br />reported that the Ramsey County court system has done an excellent job in <br />expediting these cases. <br />With regard to DWI prosecution, Beck and Kelly reported that generally <br />DWI cases are settled before going to trial and have an over 90% <br />conviction rate. <br />The Council asked if the City Attorney handles Little Canada cases <br />exclusively. Beck and Kelly reported that the various city attorneys from <br />White Bear Lake, Gem Lake, Little Canada, North Oaks, Arden Hills, and <br />Shoreview handle arraignments for all these cities. Pre - trials and trails are <br />handled by the city attorney for their respective city. Beck and Kelly <br />reported that the city attorneys from these jurisdictions have niet and have <br />agreed -upon standard guidelines that are utilized for arraignments. <br />The Council thanked the City Attorneys for their report and expressed <br />their appreciation for staying on top of domestic assault cases. The <br />Council was glad to hear of the positive impact that the extra Sheriff's <br />patrol is having. <br />The City Administrator noted the previous discussion relative to the <br />City logo used for the Wonders of Engineering Award for the Highway <br />36 /Rice Street project, and the apparent interest in updating the City's <br />letterhead. The Administrator presented the current letterhead style as <br />well as some options incorporating the revised logo. The consensus of the <br />Council was to proceed with Option #1 which utilized the revised logo and <br />block style lettering. The new letterhead will be implemented after the <br />November election and once the existing stock of letterhead is depleted. <br />The City Administrator presented an Amendment to the City's Organized <br />Collection contract which changes Gene's Disposal from two -sort <br />recycling to one -sort. Allied Waste and Waste Management utilize the <br />one -sort system and support the contract change. The Administrator <br />reported that Gene's has made the request for this change based on their <br />4 <br />
