Some of' the highlights include: <br />• System Design and Bandwidth <br />As subscribers' desires and needs increase over time, the system's bandwidth or capacity <br />may need to increase. It is difficult to predict what bandwidth needs will be in just a few <br />years, let alone over the course of a 10 year or longer franchise term. For instance, <br />DOCSIS cable modem technology now allows the operator to expand available Internet <br />access speeds and throughputs by utilizing additional channels or space on the system. <br />Furthermore, new services will come along and the number of high definition services or <br />channels will continue to increase as this becomes even more the preferred, if not <br />demanded, means of TV watching. <br />As previously mentioned, possible methods of minimizing the impact of additional <br />bandwidth needs include upgrading the system to 1,000 MHz, upgrading the system to <br />FTTP architecture and deployment of SDV. These and other options should be reviewed <br />and considered as part of a Franchise mid -term technical review. <br />• Analog Channel 18 <br />The NSCC should work with Comcast to identify the cause of grainy or snowy pictures <br />on the analog version of Channel 18. Based on those findings, Comcast should be <br />required to implement a solution that will bring the quality of this PFG channel in line <br />with the quality of all other analog channels on the system. <br />• Regular Inspection of Infrastructure <br />Comcast must be required to maintain its system infrastructure in a safe manner and <br />ensure they protect the public as well as technicians and others that must enter the areas <br />around cable TV infrastructure. The NSCC should require a maintenance program <br />designed to regularly inspect all cable TV infrastructure with documentation provided to <br />the NSCC detailing problems found, dates found and repaired and the ultimate resolution. <br />xi <br />24 <br />
