(He noted for the <br />TIF analysis we have been using more conservative estimates.) <br />The Administrator noted that Mr. Howe is in discussions with the relative <br />property owners, but has not reached agreement on a price with the <br />Johnson's. <br />The Administrator reported that Greg Memkin is interested in selling his <br />property. He noted that the City needs a trail easement through the east <br />end of this property, and may need additional land to bring utilities into <br />the area. The Park Commission has looked at this property and indicated <br />that they need only the eastern 20 or so feet for their trail easement. The <br />Administrator suggested that he do further analysis to determine the <br />extend of utility easement through this property. <br />The Administrator reported that he would keep the Council informed as <br />redevelopment discussions progress. <br />HOUSING The City Administrator reported that the City has had a few situations <br />MAIN- where progress on a building project has not proceeded within a <br />TENANCE satisfactory timeframe. The Administrator indicated that there is no <br />CODE power under the Building Code to address this situation, as the Code only <br />requires continuous progress on a project. He suggested that a housing <br />maintenance code may help, but noted that the City of St. Paul has had <br />issues with their housing maintenance code for regulations that are more <br />restrictive than the Building Code.
