MINUTES <br />CITY COUNCIL <br />JULY 25, 2012 <br />Based on how the redevelopment proceeds, the City would have flexibility <br />with where the Public Works garage is located within the redevelopment <br />area. <br />Keis asked if the City has the resources to assemble the land. The <br />Administrator felt the resources were available through such sources as <br />Country Drive TIF balances, bond issuance fees, and a new TIF District, <br />etc. The Administrator noted that the City would likely be responsible for <br />land assembly and bringing utilities into the site. The Administrator felt <br />the next step would be to meet with McGough and inform them of the <br />availability of the Donovan and Tacheny parcels. He anticipated <br />Industrial -Park (I -P) District development in this area with some light <br />outdoor storage. The Council agreed that the Administrator should <br />proceed with a meeting with McGough. <br />NORTHEAST The Administrator reported that he has been meeting with Gordie Howe <br />REDEVELOP- relative to the redevelopment of the northeast area of the City. He <br />MENT AREA presented the Council with a couple of redevelopment options, one of <br />which consists of lots on one side of a cul -de -sac, and the other lots on <br />both sides. The Administrator reported that Howe prefers the single - <br />loaded street given more lots would have wetland exposure, thus have an <br />increased value. The properties under discussion are 3032, 3038, 3040, <br />and 3046 LaBore Road. The Administrator also presented some TIF <br />analysis scenarios. He also noted that two of these scenarios would <br />incorporate wetland mitigation, which he has discussed with the <br />Watershed. The Administrator reported that from a financial standpoint, <br />the options involving wetland mitigation appears to work better. <br />McGraw questioned allowing wetland mitigation on this project when <br />there are additional tracts of land in this area yet to be developed. The <br />Administrator pointed out that those property owners could also request <br />mitigation. McGraw did not want the City to have an advantage over <br />other property owners in the area. Keis asked about Gordie Howe as the <br />developer for this project. The Administrator noted that Mr. Howe has <br />worked hard on the project and done most of the property owner contacts. <br />He also noted that the proposal would be for the City to essentially <br />develop the land including utilities. The developer would he required to <br />buy back the lots at a stated price (to be determined) on the front end. The <br />Administrator also pointed out that Hanson Builders expressed interest in <br />the project being discussed for 2966 LaBore Road, but was asking for a <br />significant developer profit. It was also noted that there is still the <br />potential that Mr. Howe may not be interested in the project. <br />McGraw asked the value of homes that would potentially be developed. <br />The Administrator estimated homes with wetland exposure in the <br />5 <br />
