He noted that had <br />they known the garage should be on the north, they would have pushed <br />their house back further. <br />The Council reviewed the location of the Mitchell Trail right -of -way and <br />the road easement that is located to the south of the Mercil property. It <br />was noted that the Aleks and Norma Klidzejs driveway is in this area and <br />Blesener asked if Mercil planned to improve that driveway. Mercil stated <br />that he would if it were necessary. Mercil pointed out that they currently <br />share a driveway on the north without any problems. He anticipated they <br />could share the driveway to the south without any problems. <br />Norma Klidzejs, 3244 Twin Lake Road, pointed out that her driveway is <br />the one that the Mercil's are proposing to use. Klidzejs indicated that this <br />is a beautiful, rustic area. They have had and maintained this 8 -foot <br />driveway for 32 years. Klidzejs stated that they opposed sharing this <br />driveway and felt a shared arrangement would devalue their property. <br />Klidzejs noted that in 2000 when Preferred Builders proposed to develop <br />the Mitchell property, a shared driveway situation was discussed. At the <br />time the Council would not agree to a shared driveway indicating that a <br />road improvement would have to occur. Preferred Builders modified their <br />plan and accessed their lots to Twin Lake Road The Council indicated <br />that there would be no additional use of the driveway beyond that of 3244 <br />Twin lake Road without a road improvement. Norma Klidzejs also felt <br />there were safety concerns with a shared driveway. Klidzejs indicated that <br />the Mercil's have other options and felt the garage was better located on <br />the north side of the property. Klidzejs also indicated that the house west <br />of the Mercil's did not have a lake view. Norma Klidzejs stated that <br />retaining the nature of the area was very important to them, and indicated <br />that the area is special and unique. Klidzejs felt that working out a <br />maintenance agreement between the Mercil's and her and her husband for <br />the driveway would be difficult to do. She noted that when the Mercil's <br />purchased their property, the driveway access was from the north and has <br />been in that location since 1945. Klidzejs stated that they did not oppose a <br />new garage, but opposed the shared driveway which would devalue their <br />property. <br />Norma Klidzejs then showed pictures of the area noting the narrow rustic <br />driveway accessing their property from Twin Lake Road. She also <br />pointed out that there is an easement through this area and beyond to the <br />lake so the City can access its sewer line. Klidzejs indicated that the <br />Mercil's have a lot of vehicles and their access of the driveway will make <br />this a very busy area. Tim Mercil indicated that they have 3 cars and a <br />boat. <br />5 <br />
