MINUTES <br />CITY COUNCIL <br />AUGUST 8, 2012 <br />RESOLUTION NO. 2012 -8 -138 — APPROVING AN ON -SALE 3.2 <br />INTOXICATING LIQUOR LICENSE FOR DAUBERS CAFE, <br />SUITES #310 AND #320, PENDING RECEIPT OF SATISFACTORY <br />SHERIFF'S DEPARTMENT BACKGROUND CHECK AND LIQUOR <br />LIABILITY INSURANCE <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TEMPORARY The City Clerk reported that St. John's Church has made application for a <br />LIQUOR temporary liquor license in conjunction with their spaghetti dinner to be <br />LICENSE — held on Friday, September 14, 2012. The Clerk reported that the Sheriff's <br />ST. JOHN'S Background Check is satisfactory, and a Certificate of Liquor Liability <br />CHURCH Insurance has been submitted. <br />SPAGHETTI <br />DINNER Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -8 -139 — APPROVING A TEMPORARY <br />LIQUOR LICENSE FOR ST. JOHN'S CHURCH IN CONJUNCTION <br />WITH THEIR SPAGHETTI DINNER ON FRIDAY, SEPTEMBER 14, <br />2012 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />EASEMENT The City Administrator reported that the Metropolitan Council is in the <br />CONFLICT process of turning back sections of the old regional Met Council sanitary <br />sewer system that no longer serve a regional purpose. Given that the <br />existing 48 -inch concrete pipe is greatly oversized for the small amount of <br />flow it receives from Little Canada properties and the City does not have <br />the equipment necessary to clean that large a line, it is being proposed that <br />a 12 -inch PVC sanitary sewer pipe be installed inside the 48 -inch concrete <br />pipe. The installation can be done from existing manhole locations where <br />the pipe runs straight. However, there is a section of the pipe in the <br />easement area that makes a sweeping 90 degree curve. The 12 -inch line <br />cannot be installed within the curve given that the City's equipment would <br />not be able to clean the curved area of the pipe. The situation is <br />complicated because although the line is within an easement, the current <br />property owner has structures on that easement. The Administrator also <br />noted that the City has some inflow and infiltration issues in this section of <br />line, therefore, would like the work done to resolve those issues. <br />5 <br />
