The plans were prepared by Plowe Engineering, Inc. for Davern, Inc. They <br />consisted of a site plan, preliminary utility plan, preliminary plat, preliminary grading and erosion <br />control plan. Based on our review, we would offer the following comments. <br />A. Site Plan <br />• The driveway opening onto Rice Street is shown as 42 feet wide, City ordinance <br />restricts driveways to 24 feet in width. However, they can be expanded slightly <br />larger based on approval of city staff. Although 42 feet is wider than the ordinance <br />allows, if in fact it is to provide one drive lane in and two drive lanes out so that there <br />can be a lane for left turns and a lane for right turns, this would seem reasonable. <br />That way the right turning vehicle would not have to wait behind a vehicle waiting for <br />an opportunity to turn left. <br />• The southern end of the site the parking area measures 40 feet wide. This needs to <br />be expanded to 44 feet to allow for a 24 foot drive isle and 20 foot parking space. <br />• The location of the trash receptacle in the extreme southwest corner of the parking <br />area does not seem to be the best location. First it disrupts parking for that building <br />and second it is a long distance to go from the most northerly building to the most <br />southerly to deposit trash. Perhaps there ought to be more trash receptacles <br />strategically placed throughout the sight. <br />• Handicap stalls are shown at three locations. From the north they are located <br />between the second and third building, at the south end of the fourth building and the <br />south end of the fifth building. There are two buildings, the most northerly and the <br />most southerly that have no handicapped stalls adjacent to them. <br />• At the most northerly end of the parking lot there should be a bump out in the curb to <br />provide for vehicles backing out of parking stalls. <br />B.
