3248 Twin Lake Road <br />Little Canada, MN 55127 -4015 <br />July 7, 1999 <br />Mayor Michael Fahey <br />and City Council Members <br />City of Little Canada <br />515 East Little Canada Road <br />Little Canada, MN 55117 <br />Dear Mayor Fahey and Little Canada City Council Members: <br />Thank you for the information that we recently received regarding the history of the easement on <br />the south side of the Klidzejs properties. We do not disagree that this easement was established <br />in 1986, based on the agreement between the City of Little Canada and Leopolds and Tekla <br />Klidzejs. <br />We are simply asking you to reconsider your decision to build a public street on the <br />easement. <br />After attending the June 22° City Council Meeting concerning the development of the Mitchell <br />property on Twin Lake Road/Twin Lake Trail, we were alarmed by your perceptions of the area. <br />We believe that you think all three Klidzejs properties (3244, 3246, and 3248 Twin Lake Road) <br />share a single driveway located on the easement under discussion. This is not the case. Only the <br />house located at 3244 Twin Lake Road has /uses a driveway on this particular (southem) <br />easement. The houses at 3246 and 3248 Twin Lake Road use driveways on the north side of the <br />Klidzejs properties, next to the Hamel property. There is no need to build an expensive, brand - <br />new street and cul -de -sac which, at this time, would serve just one house. The owners of 3244 <br />have never had a problem with anyone not being able to get in or out of their driveway. <br />Construction of a new street on the "Mitchell Trail" easement would cause several problems in <br />addition to those cited in our previous letter to you dated June 16, 1999. They include the <br />following: <br />• It is illogical and very undesirable to us that we could be forced to pay assessments for the <br />construction of a public street and cul -de -sac that we neither want nor need. <br />• The level of noise reverberating from Highway 694 would increase because trees and other <br />vegetation that currently reduce or block the noise would have to be removed. The noise <br />level from the highway has skyrocketed over the past several decades, as traffic has grown <br />heavier. We do not welcome the noise level increasing even more. There are no sound <br />barriers constructed between the Twin Lake Road/Twin Lake Trail area and Highway 694. <br />• The trees and vegetation that presently reduce highway noise also serve another important <br />purpose. That is, they help with improving the quality of the air that we breathe. Losing our <br />existing trees and vegetation would increase the air pollution emanating from Highway 694. <br />We do not wish to subject our health to additional air pollution risks such as asthma or <br />cancer. <br />PAGE 157 <br />
