Hanson <br />The appraisal has been received for the property at 2600 Rice Street from BKRW Appraisals. It <br />is in the amount of $240,000. Our review appraiser has also confirmed this amount. <br />Development Agreement: <br />A development agreement with RJ Marco Construction, Inc. and the City will be in final form <br />for Wednesday night's Council meeting. The document is currently undergoing some revisions <br />based on recent conversations with the developer. Therefore, I have elected not to include it <br />within the agenda packet pending its receipt in final form. The key components of the agreement <br />are as follows: <br />♦ Creation of a B -4 zoning district. This zoning district would allow the Good Year use as <br />well as the B -3 uses the developer would like to accommodate in the retail portion of this <br />facility. In reviewing this matter with the City Planner, our current ordinance would <br />preclude the auto - related use and most B -3 uses from being located within the same <br />zoning district. Therefore, it is staff's recommendation that we create a B -4 zoning <br />district that would encompass the uses that our B -3 district allowed prior to June 28, <br />1995. (That is the point in time we eliminated the auto- related uses from the B -3 <br />language.) <br />Note: If the Council agrees with this concept, we need to decide upon the area to be <br />rezoned to this new designation. I have attached a map outlining suggested boundaries. <br />It would include the Good Year redevelopment property, Gas —N- Go, Rice at "C" <br />Center, and the Veterinary Clinic. It also highlights the options of (1) the 50 feet <br />immediately south of the car wash property if included with the Good Year project and <br />(2) Tom's Auto Sales and the adjoining house if deemed appropriate by the Council. <br />Your discussion on this matter is needed.
