Hanson <br />As you know, the current Gambling Ordinance requires that Sheriff's Department <br />background checks are run on all members of organizations conducting charitable <br />gambling in the City. This became a problem in processing the gambling license for the <br />Little Canada Historical Society given they have over 100 members of their organization, <br />the vast majority of which are not involved in their gambling operation. <br />Attached is a proposed amendment to the City's Gambling Ordinance that would <br />eliminate the requirement to run a background check on each member. Background <br />checks would be run on each director, member of the governing body, employee, or <br />consultant of the organization involved in charitable gambling. <br />Another amendment I am proposing is to eliminate the requirement that premises permits <br />"shall" be reviewed each year, and am suggesting that they "may" be reviewed each year. <br />Premises permits are two -year permits, but the current ordinance requires an annual <br />review. Premise permits would be reviewed by the Council every two years at renewal <br />time and only annually if there are concerns with the gambling operation. <br />My final recommendation has to do with the 3% gambling tax. The current wording of <br />the ordinance stated that the City "shall" collect this tax. As you know, this tax has not <br />been collected for the past few years. Therefore, I would recommend that the wording be <br />changed to say that the City "may" collect this tax. <br />PAGE 177 <br />
