MINUTES
CITY COUNCIL
JUNE 22, 1999
Fahey noted that the Code says that required parking areas must be paved.
This was also discussed at a recent Council workshop. At that workshop
the consensus was that required parking was to be paved although outdoor
storage areas could be surfaced with Class V.
Hunt reported that the soils are such in the rear of the property that the
blacktop would quickly fall apart. Hunt reported that the whole area sinks.
She has put in Class V each year and it is gone after a period of time.
Scalze suggested that if a building can be constructed on these soils, than
the parking lot can be paved. Scalze pointed out that this requirement
applies to the parking lot, not the storage area where heavy equipment
would be stored.
Hunt reported that they have only five to six cars parked on the site each
day, therefore, the rear parking would be seldom used.
Scalze pointed out that building uses change, and the Code requires
parking based on building size as well as use of the building. Therefore,
the Code must be enforced to ensure that there is adequate parking both
now and in the future.
Morelan pointed out that the City does not have an updated site plan.
Hunt reported that it was submitted this evening. The Zoning
Administrator reported that the site plan is missing some items, and
indicated that she would work with the applicant to get the site plan
completed.
Fahey noted that there is another applicant for a CUP this evening that is
asking that he not be required to pave the rear parking area, and the
Planning Commission is recommending that this area not be paved. Fahey
pointed out that all applicants must be treated equally. If there are soil
conditions to be considered, then the Council needs that information.
LaValle suggested that action on this CUP be tabled until the Public
Works Director or City Engineer can look at the property and comment on
the soil conditions.
Mr. LaValle introduced the following resolution and moved its adoption:
RESOLUTION NO. 99- 6-147— TABLING ACTION ON THE CUP
APPLICATION FOR OPEN AND OUTDOOR STORAGE FOR
CARLSON SALES & SERVICE UNTIL THE JULY 14, 1999
Page 23
