MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />CUP — 190 <br />RYAN LANE — <br />ST. PAUL <br />UTILITIES <br />parking, whether in front, side, or rear yards must be paved with <br />asphalt, blacktop, or concrete. This is a requirement of the City's <br />Zoning Ordinance. <br />Keis asked the difference between asphalt and blacktop. The <br />Public Works Director replied that asphalt and blacktop are <br />essentially the same material. However, there are different mixes <br />of each. For example, blacktop used for residential driveways has <br />a mix which contains sand, while blacktop used for commercial <br />applications has more stone in the mix. Recycled asphalt has oil <br />mixed back in to make it adhere. However, recycled asphalt can <br />dry out causing it to break apart. <br />Mr. Paul Behr, St. Paul Utilities, appeared before the Commission <br />requesting a Conditional Use Permit for open and outdoor storage <br />of trucks, equipment, and materials at 190 Ryan Lane. <br />The Zoning Administrator reviewed her memo dated June 28th <br />relative to this CUP application. She noted that there are 16 <br />parking spaces required on this site, and the applicant is requesting <br />that that number be reduced so that additional outdoor storage can <br />be designated on the site. The Zoning Administrator noted that <br />outdoor storage is not allowed in required parking spaces. <br />Paul Behr indicated that he would like to eliminate the 5 required <br />parking spaces indicated on his site plan on the west side of the <br />property, bringing the total down to 11. He pointed out that he <br />typically has only 3 to 4 cars parked on the site at any time. Behr <br />agreed to screen the outdoor storage areas. The required parking <br />areas are currently blacktopped. It was noted that there are <br />currently three businesses located in the building at 190 Ryan <br />Lane. <br />The Zoning Administrator indicated that parking requirements are <br />based on the size of the building as well as the uses. Mursko <br />agreed that when she has visited the site, there were few cars <br />parked on the property. It was also noted that the building is <br />completely occupied at this time, and there is no additional space <br />that could be rented out. <br />Carson pointed out that the building could be sold or the uses <br />changed; therefore, noted that whatever is approved this evening <br />will run with the building.
