MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />outdoor storage use would continue, the CUP would remain in <br />effect. <br />Keis asked about outdoor storage in required parking areas. The <br />City Planner replied that this was prohibited by the Code. Keis <br />also asked if the screening as proposed as adequate. The Zoning <br />Administrator replied that the Code requires open and outdoor <br />storage be screened from the public right -of -way. She also noted <br />that semi - trucks are not considered storage. <br />Keis asked about the junk truck that is located on the property. <br />Behr replied that it would be moved. <br />Keis asked if Behr was agreeable to complying with the <br />recommendations of the Zoning Administrator as contained in her <br />report. Behr asked about storage up to the property line. The <br />Zoning Administrator replied that the ordinance prohibits the <br />encroachment of an accessory use closer than ten feet from the <br />property line. <br />Keis asked if the property owner was agreeable to moving the <br />storage that is currently located on the west side of his building. <br />Behr replied that he was. <br />Duray stated that he can understand the property owner not <br />wanting to improve 16 parking spaces on the site. However, felt <br />that the Code must be enforced and pointed out the numerous other <br />properties in Ryan Industrial Park that will be faced with the same <br />requirements. If the Commission deviates from the requirement <br />for one property, it will have to do so for all of them. <br />Montour noted that at some point the property may be sold to a <br />business with more employees. At that point those parking spaces <br />will be necessary. <br />Carson recommended approval of the Conditional Use Permit for <br />open and outdoor storage of trucks, equipment, and materials as an <br />accessory use at 190 Ryan Lane, St. Paul Utilities, subject to <br />compliance with the recommendations of the Zoning <br />Administrator as outlined in her report dated June 28, 1999. <br />Motion seconded by Keis. <br />Motion carried 7 — 0. <br />Page 65 <br />
