MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />spaces, and the applicant is requesting that he not be required to <br />blacktop the required parking which is located in the rear yard. <br />There are 12 spaces proposed for the front yard and 6 for the rear <br />yard. The Zoning Administrator indicated that other site <br />conditions proposed as in compliance with the Zoning Ordinance, <br />and the applicant has agreed to screen the outdoor storage. <br />Knudsen indicated that he looked at the site and there are a lot of <br />vehicles being stored. Neujahr replied that he is in the process of <br />evicting one tenant and many of these vehicles belong to that <br />tenant. Neujahr indicated that is property has the same problem <br />that most others have in Ryan Industrial Park, that is the buildings <br />are located too close to the street. <br />Keis asked if some of the required parking will be designated for <br />the vehicles that are being repaired. The Zoning Administrator <br />replied that there are auto - related uses on the site. Because of the <br />auto - related uses and the square footage of the building, 18 parking <br />spaces are required. Of the total 18 spaces, 8 are required just <br />because of the auto - related use. Parking would be for customer <br />cars as well as employees'. <br />Barraclough indicated to the applicant that he has done a great job <br />of cleaning up this property. Neujahr reported that he is fencing <br />the south side of his property because he had problems with the <br />adjacent neighbor storing on the D.N.R. Construction property. <br />Neujahr indicated that he wanted to pave on the north side of his <br />property, however, was concerned about the ditch adjacent to this <br />property line and whether the paved area would erode because of <br />it. Neujahr stated that because of soil conditions he did not want to <br />pave in the back of the building. <br />Carson asked if required parking could be paved within the gated <br />area. The City Planner indicated that that would be acceptable; <br />however, required parking spaces cannot be used for storage. <br />Keis pointed out that the issue of paving the rear parking lots is <br />common to many of the properties in Ryan Industrial Park. Keis <br />indicated that unless there is a definite hardship, there is no reason <br />to vary from Code requirements and not require these parking <br />areas to be paved. The only other option would be if the City <br />changed the Code requirements relative to this paving. Keis <br />indicated that if property owners can reconfigure their site plans to <br />avoid required parking in the back of their buildings that would be <br />another option. <br />Page 78 <br />
