MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />Neujahr asked if required parking could be designated on the south <br />side of his building. The Zoning Administrator indicated that that <br />would be acceptable, however, if designated as required parking, it <br />could not then be used for storage. <br />Knudsen asked about the issue of the trench. The Zoning <br />Administrator stated that a trench does exist. The issue is one of <br />drainage. At one time the adjacent property owner had a problem <br />with ponding in the back of his property. To alleviate this <br />problem, he constructed a trench along the property line. <br />Keis asked about removal of the semi - trailers. Neujahr indicated <br />that the semi - trailers have been on the property since 1978. When <br />he purchased the property, he bought a long -term lease for these <br />trailers. Neujahr felt that the trailers were grandfathered in. <br />The City Planner indicated that trailers would be allowed if <br />licensed and operable. Otherwise they are considered by the Code <br />to be similar to ajunk vehicle. <br />Knudsen pointed out that there is some utility associated with a <br />semi - trailer versus a junk car. <br />The Planner pointed out that the use of semi - trailers for storage is a <br />means of avoiding the construction of a building. The Code <br />requires that trailers must be licensed and operable to be a valid <br />storage method. Also, that storage should be related to the use of <br />the building rather than taking the place of constructing an <br />accessory building. The Planner indicated that the trailers on the <br />Neujahr property would not be grandfathered in. In order to be <br />grandfathered, a use must be one that has been legally established. <br />These trailers have always been an illegal use on this particular <br />property. <br />Neujahr asked about construction of a shed similar to what <br />Peterson Maintenance has. <br />The Planner indicated that if a building permit was issued for the <br />Peterson shed, then it would be considered a legally established <br />use. <br />Duray asked the timeframe for these CUP applicants to conform to <br />any conditions imposed on approvals.
