MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 1995 <br />or there are problems with topography, a developer will <br />come back to the City with that information and a <br />different proposal. <br />Again, the Planner indicated that the Water Department <br />is asking the City what kind of development it would <br />like to see occur on the sites so that the properties <br />can be marketed in that manner. <br />Keis recommended that the Rice Street site owned by the <br />St. Paul Water Department be rezoned to PUD with an <br />office development designation in the Land Use Plan. <br />Motion seconded by Carson. <br />Motion carried 6 - 0. <br />Keis stated that given the limited access to the Spruce <br />Street site, he would have no problem retaining the B -3 <br />zoning of the site, or rezoning to Industrial. <br />The Planner pointed out that the property to the east <br />is zoned I -P District. <br />Knudsen pointed out the freeway access and surrounding <br />property usage; therefore, felt the Spruce Street site <br />was a good Industrial piece of property. Knudsen did <br />not feel it realistic to expect regional commercial <br />development to occur on this site. <br />Keis stated that he worried about access to the site. <br />The Planner pointed out that Spruce Street is a fully <br />developed industrial street. The Planner did not <br />believe a developer would propose an office building <br />for this site. <br />Knudsen suggested that an upscale industrial <br />development would be good. <br />The Planner stated that this would involve the <br />extension of the I -P District. <br />Garske asked if the Park & Recreation Commission were <br />interested in developing either site as park. <br />The Administrative Assistant reported that the Park & <br />3 <br />PAGE 5 <br />
