MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 1995 <br />The City Planner indicated that the City can control <br />the development of the sites through zoning. The Water <br />Department is asking the City for some direction on how <br />it would like to see the property developed so that <br />they can market it accordingly. <br />Knudsen asked how many parcels could be developed from <br />the sites. Knudsen also suggested that rather than <br />break the Rice Street site up, it could be developed as <br />one large office development. Knudsen asked if the <br />City could establish some parameters on the size of the <br />site. <br />The Planner suggested that the Rice Street site could <br />be zoned PUD. PUD zoning would give the City the site <br />control it wants, since it would also indicate the land <br />use for the site. This is similar to what was done <br />along Country Drive. <br />Keis suggested that a regional commercial land use <br />would be appropriate for the Rice Street site. <br />The Planner suggested that the Commission consider the <br />specific kinds of uses they would like to see developed <br />on the sites. <br />Knudsen was unsure of the depth of the Rice Street <br />site, and the effect that soil conditions and <br />topography will have on development. <br />The Planner indicated that the topography and soil <br />conditions make the site more realistic as an office <br />location rather than retail. An office building <br />development is more flexible in the way it uses the <br />topography of the site to its advantage than retail <br />development would be. If the City wants to develop the <br />site in a coordinated fashion, it should state that, <br />rezone to PUD, and list the land use in the Comp Plan <br />as office. <br />Knudsen felt that given the access to the Spruce Street <br />site, that site may be better suited to industrial <br />development. <br />Garske stated that he would like to know the depth of <br />the sites. <br />Knudsen suggested that if the site is not deep enough <br />2 <br />PAGE 4 <br />
