Hanson <br />For the past couple of years, City staff has been working with officials from Ramsey County, the <br />Ramsey- Washington Metro Watershed District, and the City of Vadnais Heights to address an <br />evolving erosion problem along the east end of the Maple Leaf Court subdivision. With the <br />development of this subdivision, water flow has been concentrated in the rear yard drainage <br />swale along the east side of this development. This concentration has caused significant erosion <br />to occur which is not only destroying the rear yard areas, but creating a hazardous situation as <br />well. Ramsey County Public Works was the first agency brought in to review this matter and has <br />asked other agencies to be involved in the development of a solution. <br />I have attached four memos which provide a lot of the history of this matter. They are as <br />follows: <br />♦ A June 17, 1998 memo from Terry Noonan of Ramsey County Public Works. <br />♦ An October 13, 1998 memo from Howard R. Green. <br />• An October 21, 1998 memo from Howard R. Green. <br />• A July 14, 1999 memo from Howard R. Green to Gerry Urban of Vadnais Heights. <br />As you may recall, this subdivision was reviewed by the City Engineer (Bonestroo, Rosene & <br />Anderlik Associates) and the Ramsey - Washington Metro Watershed District. The consensus of <br />both parties was that this subdivision with its grading and drainage plan as proposed should have <br />been adequate to handle the water flow. However, the concentration of flows combined with the <br />unstable soils resulted in a problem that no one anticipated. We no longer have any security <br />from the developer of this project so our ability to recover any costs from that venue have been <br />exhausted. <br />Page 120 <br />
