(651) 221.2541 . <br />Facsimile <br />(651) 223-5289 <br />Dear Joel: <br />As you know the Commissioner's Hearing was held at City Hall <br />on July 19, 1999, relative to the above described property. <br />Three members of the Guerin family testified that they <br />believe their property is worth at least $600,000.00. Mr. <br />'Cushman, the property owners' appraiser, submitted an appraisal <br />and provided testimony indicating that the value of the property <br />Was $389,500.00. Mr. Cushman did not make any deduction for <br />contamination that exists on the site. As requested, enclosed <br />please find a copy of Cushman's'appraisal for your file. , <br />In addition to your testimony as to zoning, comprehensive <br />plan and redevelopment plan, the City presented the testimony of <br />Kevin Pierson, an environmental specialist from RE /SPEC, who <br />.prepared both the Phase I and Phase II Environmental Studies. <br />Mr. Pierson testified that the most practical and cost effective <br />.Clean up for the property would be the'installation of a soil <br />Ventilation extraction system. Mr. Pierson testified that this <br />system would cost approximately $178,500.00 over the next four <br />years. The City's appraiser, Michael Bettendorf, testified that <br />the value of this property as a clean site would be $350,000.00. <br />Mr. Bettendorf then took a deduction for the soil vent.system and <br />the use impact of contamination on the property and concluded <br />that the value of the property is $102,000.00. <br />PAGE 143 <br />
