MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />CUP FOR <br />OPEN AND <br />OUTDOOR <br />STORAGE — <br />3104 EDGERTON <br />STREET — <br />ROBERT <br />BUETOW <br />districts. Outdoor storage was allowed as an accommodation in the <br />industrial districts. Therefore, the City requires these areas to be screened. <br />Montour pointed out that screening is a trade -off for being allowed to have <br />open and outdoor storage. <br />Duray suggested that property owners could request a variance from the <br />screening requirements for outdoor storage. The Planner suggested that if <br />the City wants to waive this requirement, the more appropriate means <br />would be a text amendment. A variance would require some uniqueness <br />or hardship in order to justify varying from the Code. <br />Mr. Carson recommended approval of the Conditional Use Permit for <br />open and outdoor storage of equipment as an accessory use at 3172/3174 <br />Ryan Lane, Carlson Sales & Service, subject to the recommendations of <br />the Zoning Administrator as outlined in her letter dated June 9, 1999. <br />Motion seconded by Duray. <br />Motion carried 5 — 0. <br />The Commission reviewed the application submitted by Robert Buetow <br />for a Conditional Use Permit to allow open and outdoor storage of <br />equipment as an accessory use at 3104 Edgerton Street. <br />Mursko reported that storage is proposed to occur in the rear yard, and <br />the applicant has proposed to construct a boundary line fence to screen <br />the area. Mursko indicated that the fence will have to be adequate to <br />screen the area. The applicant is also proposing to blacktop the associated <br />drives and parking area. <br />Knudsen pointed out that this property is located in the middle of a <br />residential area. <br />Mursko reported that she received two calls this week from property <br />owners in the area concerned about the aesthetics of the Buetow property. <br />Kenneth Tobin, 550 County Road D, reported that he has lived in the area <br />for 19 years. Tobin indicated that he has tried to be a good neighbor and <br />has ignored the property conditions of 3104 Edgerton Street, however, <br />feels that these conditions need to be addressed. Tobin indicated that <br />whatever improvements can be made to this property would be <br />appreciated. <br />Page 24 <br />
